I'm not sure about the pigeons. When I made the image it was hard to find a decent picture of Cir-El to use, and this was from the only cover of Action she appeared on.
The pigeons do not play a big part int he story, as I recall.
I like the way one of the pigeons appears to be looking at her breasts, which are splendidly gravity-defying. Rather sadly, I have supposed for some time that heroines who fly without artificial propulsive devices could be making their breasts fly at all times instead of wearing super sports bras.
