Seems unlikely. I can't imagine that nipples would ever have been acceptable on the cover of Blue Beetle.
Plus there's so many other inconsistencies between the two figures I'm more inclined to see it as not a mirror at all but a rerun of that Marx Brothers scene where someone pretends to be in a mirror.
I mean the mirror version here doesn't even seem to be holding that green thing, and the hair showing to one side has no equivalent in the original, whose hair is hanging to the other side.

I don't see any way it can be the same woman.
Especially as the "mirror" woman is so shocked by the breasts of the other she doesn't notice the guy with the knife!
She's wearing one of those adhesive bras, duh! How could you be so blind? ;)
